PARTICIPATION AND COMMUNICATION PROCESS
Experience of a number of countries shows that public administration reforms are more efficient when they are understood and supported by the civil servants involved in this process, as well as by the citizens and businesses that will benefit from the reforms. Professional, well-planned communication reduces the risks and creates an enabling environment for the reform to succeed by preparing the stakeholders for changes, building and maintaining a consensus among stakeholders at all levels, both inside and outside the Government.
Current Situation
The communication process is underway. The dialogue with the stakeholders during the strategy development process included:
- all ministries contributed with information and ideas for the review of their structures and decision-making processes;
- approximately 500 civil servants gave their opinions on current human resource management practices and their knowledge of the reform principles via a confidential questionnaire (approximately 2/3 of civil servants expressed their wish to participate and contribute with ideas to the reform implementation);
- international donors were consulted during the strategy development process. The Public Administration Coordination Unit (PAR Unit) (experts group within the Government Office) will continue soliciting their opinions throughout the reform implementation.
Identified Problems
- persistence of fear and uncertainty among remaining staff, which diminishes the reform success;
- insufficient information of stakeholders about the main goal, objectives, benefits and implementation timeframe of the reform;
- limited involvement of the civil society in the policy development and communication process.
Objective
For CPAR to succeed, we must ensure that all stakeholders are aware, understand, support and actively participate in the Strategy implementation throughout the entire period by strengthening the dialogue with stakeholders, including civil servants, donor community, private sector, and civil society, as well as with the support of stakeholders in the reform implementation and monitoring.
Priority actions
- Create, launch and permanently update an interactive web page that would reflect the activities carried out within the central public administration reform;
- Initiate and maintain dialogue with stakeholders through publishing and disseminating information materials;
- Organize and conduct workshops, seminars, round-table discussions with the participation of stakeholder representatives;
- Ensure on-going information of donor community and conduct regular meetings with donor community representatives to discuss progress and set forth actions needed for the central public administration reform implementation;
- Maintain an active dialogue of the Public Administration Reform Coordination Unit within the Government with mass media;
- Conduct an on-going study aimed at monitoring the progress and planning the subsequent participation and communication actions related to central public administration reform.
