The State Chancellery, with the assistance of DFID project Support to the implementation of National Development Strategy held on July 5-23, 2010 a cycle of workshops in the Ministry of Economy, Ministry of Justice, Ministry of Education, Ministry of Health and Ministry of Labor, Social Protection and Family.

At the beginning of 2010, in an analysis of civil servants skills, the representatives of policy analysis and monitoring units in line ministries signaled the need to improve skills in a number of priority areas, such as negotiation and presentation skills, ex-ante policy impact analysis and cost-benefit analysis. These workshops were a quick and customized answer to the identified institutional needs and complemented the training program Improved Management of Public Policies, implemented this year and expected to be further institutionalized in the Academy of Public Administration.

The poster Civil Servant’s Rights and Obligations was produced by the Personnel Policy Division within the State Chancellery both for the civil servants working for the central and local public administration authorities and for citizens, in order to inform them about the provisions of Law no.158/2008 on the public office and status of civil servant, as well as to ensure transparency in the performance of civil servants. This poster contains information about the main rights and obligations of a civil servant, stipulated in this law.

5 000 copies of the poster will be distributed to central and local public authorities, as well as to other public institutions.

The poster was published with the support of the Multi-Donor Trust Fund, created from the funds provided by the UK Department for International Development (DFID), Swedish International Development Cooperation Agency (SIDA) and Dutch Government and managed by the World Bank.
